The Problem
Canada’s career and workforce development system is under strain—and struggling to scale with demand. Fewer than 20% of Canadian adults currently access career services. For those who do, digital literacy challenges, fragmented systems, and limited insights into actual labour market needs create major barriers. Service providers face growing caseloads and administrative burdens that limit their capacity to offer personalized support. At the same time, employers continue to report difficulty finding qualified talent.
This disconnect leads to underutilized programs, missed economic opportunities, and widening gaps between workforce supply and demand—precisely when efficient labour market solutions are most needed.
How We Are Solving It
Led by Thrive Career Wellness in collaboration with Amii, Riipen and the Prospect; this project aims to develop a coordinated suite of AI agents that will support job seekers, employers and career practitioners by delivering personalized career guidance—helping users with tasks like resume building, opportunity matching, and interview preparation—based on their unique needs and goals.
Thrive’s existing platform used by employment service providers across Canada will be enhanced with new AI capabilities to scale its delivery of workforce development services. In contrast to existing market solutions, which are often repurposed existing AI tools or address only a portion of the job search process, Thrive’s enhanced platform will offer a team of digital agents under one cohesive platform experience that work alongside human practitioners to provide guidance that adapts to a user’s unique needs and goals. For example, one AI agent can help job seekers refine their resumes, another can help them find the right opportunities, and another can prepare them for job interviews. For employment service providers, this means spending less time on routine tasks and more time on meaningful, outcome-driven coaching.
